Windrose Guide: All NPC Locations & How to Recruit Them
Build the ultimate base by finding and recruiting every Worker and Guest.

Quick Answer: There are 6 recruitable NPCs in Windrose. Four Workers (Black Axel, Jasper Crowe, Mortar Joe, Rosalinda Mercer) cost 500 Piastre each and provide massive crafting bonuses when manually assigned to workbenches. Two Guests (Galen Skelton, John Doe) are unlocked via main quests and handle your healing and research needs.
Surviving the open seas is a team effort. The six recruitable NPCs scattered across the world are easily your best early investment. Each fills a distinct role at your base, from cooking extra food to pumping out gunpowder. Most cost exactly 500 Piastre, while two require you to knock out specific quests. Knowing where to find them and what they actually do saves you a ton of backtracking.
Where to Find Every NPC in Windrose
There are exactly 6 recruitable NPCs in the current early access build. Four of them are Workers you hire directly, and two are Guests tied to your quest progression. Here is the full breakdown of where they are hiding and how to get them on your crew.
| NPC Name | Profession | Location | How to Recruit |
| Black Axel | Cook | People of Tortuga home base, near the campfire | Pay 500 Piastre |
| Jasper Crowe | Tailor | Near the Buccaneer provisioner in Tortuga | Pay 500 Piastre |
| Mortar Joe | Powderman | Brethren of the Coast home base | Pay 500 Piastre |
| Rosalinda Mercer | Alchemist | Near a table with a glowing lamp in Tortuga | Pay 500 Piastre |
| Galen Skelton | Doctor | Automatic | Complete “How My Shore Adventure Began” |
| John Doe | Researcher | Your home base | Defeat Israel Hands in “Needle in a Haystack” |
Note: Galen Skelton is the only completely unmissable NPC. He joins automatically right after the tutorial quest, ensuring you always have a Doctor from the start.

What Bonuses Do NPCs Give You?
Every Worker NPC provides a passive bonus, but there is a major catch. You must manually assign Black Axel, Jasper Crowe, Mortar Joe, and Rosalinda Mercer to their workbenches via the Worker tab in the crafting menu. Simply recruiting them is not enough to activate their perks.
While you are out exploring or reading up on how to get a Lobster Mushroom, getting these workers assigned properly will massively speed up your base progression in the background.
| NPC | Active Workbench Bonus |
| Black Axel | 30% chance to craft an extra portion of food |
| Jasper Crowe | 30% chance to recover materials when upgrading gear |
| Mortar Joe | 50% increase to total Gunpowder production |
| Rosalinda Mercer | Doubles Clay Bottle production + 30% chance to craft an extra Elixir |
Pro Tip: Mortar Joe’s 50% Gunpowder production boost is the standout number here. If you rely heavily on cannons and combat, heading to the Brethren of the Coast base and paying his fee early is a total game-changer.
Galen Skelton and John Doe do not have percentage-based crafting bonuses. Instead, Galen handles essential medical and healing services, while John tackles research tasks and overall camp progression.
Recruiting Quest-Locked NPCs
How to Get Galen Skelton
Galen Skelton joins your crew automatically once you finish the early tutorial quest “How My Shore Adventure Began.” You don’t need to pay him or go out of your way. Just play the opening segment naturally.
How to Recruit John Doe
John Doe takes a bit more elbow grease. You have to defeat the boss Israel Hands during the quest “Needle in a Haystack.” Once the fight is over, John shows up at your home base. Speak to him there to finalize his recruitment.
- Do not skip the “Needle in a Haystack” quest! Defeating Israel Hands is the absolute only way to unlock John Doe. Skipping it completely locks you out of the Researcher role until you go back and finish it.
Which NPC Should You Recruit First?
The right answer depends entirely on your playstyle. But strictly looking at the numbers, Mortar Joe and Rosalinda Mercer offer the most tangible production gains. Mortar Joe’s flat multiplier on gunpowder is massive for naval combat. Rosalinda’s doubled clay bottle output stacks up fast into meaningful crafting efficiency.
Jasper Crowe is a solid pick right before a heavy gear upgrading session. A 30% chance to recover materials doesn’t sound dramatic initially, but it saves you hours of grinding when you are burning through multiple upgrade attempts. Black Axel is the least flashy, but his 30% extra food chance is a lifesaver during long play sessions.
Since all four Workers cost 500 Piastre each, grab whoever solves your biggest resource bottleneck first. Three of them are in Tortuga-adjacent spots, meaning a single trip can easily net you Black Axel, Jasper Crowe, and Rosalinda Mercer all at once.
