If you are still rocking primitive gear, you want to hunt Woolipops. Travel west from the Hill of Beginnings and cross the Ravine Entrance. The highlands in this area are absolutely packed with them. They are incredibly squishy, making them an easy target for low-level players.
Once you upgrade your arsenal, shift your attention to the Mammorests roaming that exact same area. They drop significantly more oil, but they will flatten you if you are not careful.
